The Maryland Online IFSP System is a web-based, real-time, statewide application created in partnership with the Maryland State Department of Education and used by all program providers to create IFSPs for infants and toddlers ages 0–3. IFSPs help families get the early intervention services they need to support their child’s development.

Through the development of effective data systems, training and technical support that helps providers implement evidence-based practices, and engaging online professional development, the Maryland Online IFSP System aims to create a support network that ensures the delivery of quality early intervention and special preschool education services, which in turn improves outcomes for children with disabilities.

What makes the Maryland Online IFSP System different?
The Maryland Online IFSP System puts the needs of the program and primary users, the goals and laws around early intervention and preschool special education, and best practices for user experience and design at the forefront of its continued development. While every state has an IFSP system, most do not have a single statewide tool that includes the entirety of the IFSP. This system provides much more than only what is necessary for creating federal reports: It is an integrated tool that supports the IFSP process — not just the document.

The Maryland IFSP:

  • Supports data-informed decisions related to the needs of children and families grounded in evidence-based practices.

  • Provides predefined reports (many with data visualization) for all state performance plan/annual performance report (SPP/APR) indicators.

  • Provides integrated visual reminders and a knowledge base to support providers and families as they develop the document together.

  • Serves as the primary tool for the IFSP process from referral to transition, ensuring the development of high-quality, functional, family-centered IFSPs.
