Homeschooling, officially called \u201chome school,\u201d was legalized in 2014.<\/p>\n<h2>Regulation<\/h2>\n<p id=\"E162\" class=\"x-scope qowt-word-para-9 x-scope qowt-word-para-9 x-scope qowt-word-para-9\"><span id=\"E163\"><a href=\"https:\/\/schools.utah.gov\/curr\/homeschool\" target=\"_blank\" rel=\"noopener\">Utah<\/a> offers one option for homeschooling. Parents seeking to homeschool their students, ages 6 to 18, must complete and file a one-time notification of intent to homeschool at their local school district. Once filed, the student is removed from the public education system and is exempt from Utah\u2019s <\/span><a id=\"E164\" href=\"https:\/\/le.utah.gov\/xcode\/Title53G\/Chapter6\/53G-6-S204.html\" target=\"_blank\" rel=\"noopener\"><span id=\"E165\">compulsory education law<\/span><\/a><span id=\"E166\">. This policy is different than most other states. Since homeschooled students are <\/span><a id=\"E167\" href=\"https:\/\/le.utah.gov\/xcode\/historical.html?date=1\/22\/2018&amp;oc=\/xcode\/Title53A\/Chapter11\/C53A-11-S102_2014040320140513.html\" target=\"_blank\" rel=\"noopener\"><span id=\"E168\">exempt<\/span><\/a><span id=\"E169\">, there are no state requirements <\/span><span id=\"E170\">about instruction time<\/span><span id=\"E171\">, instructor, subjects, or record keeping. Homeschooled students can choose to take the <\/span><span id=\"E173\">state test<\/span><span id=\"E174\">,<\/span><span id=\"E175\"> but it is not required.<\/span><\/p>\n<p id=\"E178\" class=\"x-scope qowt-word-para-10\"><span id=\"E179\">Utah <\/span><a id=\"E180\" href=\"https:\/\/le.utah.gov\/xcode\/Title53G\/Chapter6\/53G-6-P7.html?v=C53G-6-P7_2018012420180124\" target=\"_blank\" rel=\"noopener\"><span id=\"E181\">provides access<\/span><\/a><span id=\"E182\"> for all nonpublic students, including homeschoolers, to <\/span><a id=\"E183\" href=\"https:\/\/le.utah.gov\/xcode\/Title53G\/Chapter6\/53G-6-S703.html?v=C53G-6-S703_2023050320230503\" target=\"_blank\" rel=\"noopener\"><span id=\"E184\">educational opportunities<\/span><\/a><span id=\"E185\"> offered at the local public schools. These include sports, extracurricular activities, and courses. Further, all students in the state are eligible for <\/span><a id=\"E186\" href=\"https:\/\/le.utah.gov\/xcode\/Title53E\/Chapter7\/53E-7-S207.html?v=C53E-7-S207_2022050420220504\" target=\"_blank\" rel=\"noopener\"><span id=\"E187\">special education services<\/span><\/a><span id=\"E188\">.<\/span><\/p>\n<h2>State Data<\/h2>\n<p><span id=\"E200\">Utah reported homeschool participation for years, but recently stopped publicly reporting. The reason for this change is unclear. During the last school year when data was available, 2016-17, the number of homeschooled students in the state was close to 16,000.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1861\" src=\"https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/12\/UT.png\" alt=\"\" width=\"1468\" height=\"1050\" srcset=\"https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/12\/UT.png 1468w, https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/12\/UT-300x215.png 300w, https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/12\/UT-1024x732.png 1024w, https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/12\/UT-768x549.png 768w\" sizes=\"auto, (max-width: 1468px) 100vw, 1468px\" \/><\/p>\n<p><span id=\"E200\"><span id=\"E238\"><span id=\"E244\"><a href=\"https:\/\/www.census.gov\/library\/stories\/2021\/03\/homeschooling-on-the-rise-during-covid-19-pandemic.html\" target=\"_blank\" rel=\"noopener\">U.S. Census estimates<\/a><\/span><\/span> indic<\/span><span id=\"E203\">ate that around <\/span><span id=\"E204\">5.7% of Utah families homeschooled in the spring of 2020 and increased to 11.2% by the fall of 2020. These are comparable to national estimates of 5.4% and 11.1%, respectively, at this time. Based on <a href=\"https:\/\/www.census.gov\/programs-surveys\/household-pulse-survey\/data.html\" target=\"_blank\" rel=\"noopener\">U.S. Census data<\/a><span class=\"NormalTextRun SCXW90982441 BCX0\">, our calculations indicate that about 6.21<\/span><span class=\"NormalTextRun SCXW90982441 BCX0\">% of K-12 students in Utah<\/span><span class=\"NormalTextRun SCXW90982441 BCX0\"> were homeschooled during the 2022-23 school year, and 5.76<\/span><span class=\"NormalTextRun SCXW90982441 BCX0\">% during the 2023-24 school year. <span class=\"NormalTextRun SCXW180293864 BCX0\">Due to<\/span><span class=\"NormalTextRun SCXW180293864 BCX0\"> <\/span><span class=\"NormalTextRun SCXW180293864 BCX0\">survey<\/span><span class=\"NormalTextRun SCXW180293864 BCX0\"> changes<\/span><span class=\"NormalTextRun SCXW180293864 BCX0\">, the<\/span><span class=\"NormalTextRun SCXW180293864 BCX0\"> data from 2020<\/span><span class=\"NormalTextRun SCXW180293864 BCX0\"> reflects<\/span><span class=\"NormalTextRun SCXW180293864 BCX0\"> the percentage of households, while <\/span><span class=\"NormalTextRun SCXW180293864 BCX0\">the data from <\/span><span class=\"NormalTextRun SCXW180293864 BCX0\">following years<\/span><span class=\"NormalTextRun SCXW180293864 BCX0\"> reflect<\/span><span class=\"NormalTextRun SCXW180293864 BCX0\">s the percentage of<\/span><span class=\"NormalTextRun SCXW180293864 BCX0\"> students<\/span><span class=\"NormalTextRun SCXW180293864 BCX0\">.<\/span><\/span><\/span><\/p>\n<a class=\"wysiwyg_button\" href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1xFaTmfL1W-rkgrT_M39aApH2SVTjpnte\/edit?usp=sharing&amp;ouid=112367036183430899073&amp;rtpof=true&amp;sd=true\" target=\"_self\"><span class=\"wysiwyg_button_label\">Download Homeschool Hub State Data<\/span><\/a>\n<h2>Cross-Sector Comparison<\/h2>\n<p>We cannot calculate a cross-sector comparison because we lack information on homeschool participation.<\/p>\n<h2>School Choice Context<\/h2>\n<p><span id=\"E260\">In addition to homeschooling, parents in Utah have multiple <\/span><a id=\"E261\" href=\"https:\/\/www.edchoice.org\/school-choice\/state\/utah\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E262\">school choice<\/span><\/a><span id=\"E263\"> options, including a new universal education savings account called <\/span><a id=\"E264\" href=\"https:\/\/www.edchoice.org\/school-choice\/programs\/utah-fits-all-scholarship-program\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E265\">Utah Fits All Scholarship Program<\/span><\/a><span id=\"E266\">, passed in 2023. Other options include enrollment in traditional public schools through inter- and intra-district choice, private, magnet, charter, and virtual schools. The new Education Savings Account (ESA) is available to homeschooling families, although they are reclassified as \u201chome-based\u201d education participants.<\/span><\/p>\n<h2>Commentary<\/h2>\n<p>Utah could improve transparency by resuming the reporting of homeschool and home-based education participation in the state. Utah could also release more of the information they currently collect from homeschool parents.
