{"id":655,"date":"2023-12-21T16:46:56","date_gmt":"2023-12-21T16:46:56","guid":{"rendered":"https:\/\/education.jhu.edu\/edpolicy\/?post_type=us_state&#038;p=655"},"modified":"2026-01-06T20:14:05","modified_gmt":"2026-01-06T20:14:05","slug":"rhode-island","status":"publish","type":"us_state","link":"https:\/\/education.jhu.edu\/edpolicy\/policy-research-initiatives\/homeschool-hub\/states\/rhode-island\/","title":{"rendered":"Rhode Island"},"content":{"rendered":"<h2>History<\/h2>\n<p>Rhode Island, located in the northeastern United States, legalized homeschooling in <a href=\"https:\/\/nheri.org\/stateinfo\/rhode-island\/\" target=\"_blank\" rel=\"noopener\">1984<\/a>. Homeschools are not considered private schools in Rhode Island and must meet other requirements, including local public school committee approval.<\/p>\n<h2>Regulation<\/h2>\n<p id=\"E162\"><a id=\"E163\" href=\"https:\/\/ride.ri.gov\/students-families\/education-programs\/home-schooling\" target=\"_blank\" rel=\"noopener\"><span id=\"E164\">Rhode Island<\/span><\/a><span id=\"E165\"> offers one option for homeschooling. The state requires parents who elect to <\/span><a id=\"E166\" href=\"https:\/\/webserver.rilegislature.gov\/Statutes\/TITLE16\/16-19\/16-19-1.htm\" target=\"_blank\" rel=\"noopener\"><span id=\"E167\">homeschool<\/span><\/a><span id=\"E168\"> their children, <\/span><a id=\"E169\" href=\"http:\/\/webserver.rilin.state.ri.us\/Statutes\/title16\/16-19\/16-19-1.htm\" target=\"_blank\" rel=\"noopener\"><span id=\"E170\">ages 6 to 18<\/span><\/a><span id=\"E171\">, to contact their local public school district superintendent for more information. While the Rhode Island Department of Education provides some general information on homeschool policy, the local district level makes all final decisions.<\/span><\/p>\n<p id=\"E174\"><span id=\"E175\">The state does not <\/span><span id=\"E176\">have<\/span><span id=\"E177\"> a minimum parental education requirement to homeschool. Generally, parents must present their homeschool plan to the local school committee for approval. The plan should include information about instruction methods, the subjects and curriculum, and agreement on assessments and progress evaluation. Instruction in certain <a href=\"https:\/\/webserver.rilegislature.gov\/Statutes\/TITLE16\/16-19\/16-19-2.htm\" target=\"_blank\" rel=\"noopener\">subjects<\/a> is required, and attendance records must be kept. Rhode Island requires an annual evaluation but offers flexibility in its format. Assessments or other agreed-upon methods are acceptable. <\/span><\/p>\n<p id=\"E178\"><span id=\"E179\">The general attendance requirement is five and a half hours daily for at least 180 days a year. Rhode Island is one of only a few states that requires all instruction in English. <\/span><\/p>\n<p id=\"E182\"><span id=\"E183\">The public school must loan textbooks to homeschool parents in at least science, math, and foreign languages. Otherwise, homeschooled students&#8217; access to public school resources is limited to extracurricular activities. Homeschooled students may ask for permission to participate in other activities and courses, and the State Commissioner of Education encourages districts to allow homeschooled student participation when space is available, but there are no official policies <\/span><span id=\"E184\">outlining<\/span><span id=\"E185\"> access for nonpublic students. Similarly, students with special needs are advised to check with their local district for service eligibility.<\/span><\/p>\n<h2>State Data<\/h2>\n<p>The information on homeschool participation provides insight into homeschool participation in the state. For example, around 1,200 students reported homeschooling in 2010, which increased to almost 1,700 prior to the pandemic.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1857\" src=\"https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/12\/RI.png\" alt=\"\" width=\"1468\" height=\"1050\" srcset=\"https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/12\/RI.png 1468w, https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/12\/RI-300x215.png 300w, https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/12\/RI-1024x732.png 1024w, https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/12\/RI-768x549.png 768w\" sizes=\"auto, (max-width: 1468px) 100vw, 1468px\" \/><\/p>\n<p><span id=\"E238\"><span id=\"E244\"><a href=\"https:\/\/www.census.gov\/library\/stories\/2021\/03\/homeschooling-on-the-rise-during-covid-19-pandemic.html\" target=\"_blank\" rel=\"noopener\">U.S. Census estimates<\/a><\/span> indicate that around 4.4% of Rhode Island families homeschooled in the spring of 2020, increasing to 7.3% by the fall of 2020. These percentages are lower than the national averages of 5.4% and 11.1% during the same time. Based on <a href=\"https:\/\/www.census.gov\/programs-surveys\/household-pulse-survey\/data.html\" target=\"_blank\" rel=\"noopener\">U.S. Census data<\/a><span class=\"NormalTextRun SCXW220095491 BCX0\">, our calculations indicate that about 2.86<\/span><span class=\"NormalTextRun SCXW220095491 BCX0\">% of K-12 students in Rhode Island <\/span><span class=\"NormalTextRun SCXW220095491 BCX0\">were homeschooled during the 2022-23 school year, and 5.32<\/span><span class=\"NormalTextRun SCXW220095491 BCX0\">% during the 2023-24 school year. <span class=\"NormalTextRun SCXW27587354 BCX0\">Due to<\/span><span class=\"NormalTextRun SCXW27587354 BCX0\"> <\/span><span class=\"NormalTextRun SCXW27587354 BCX0\">survey<\/span><span class=\"NormalTextRun SCXW27587354 BCX0\"> changes<\/span><span class=\"NormalTextRun SCXW27587354 BCX0\">, the<\/span><span class=\"NormalTextRun SCXW27587354 BCX0\"> data from 2020<\/span><span class=\"NormalTextRun SCXW27587354 BCX0\"> reflects<\/span><span class=\"NormalTextRun SCXW27587354 BCX0\"> the percentage of households, while <\/span><span class=\"NormalTextRun SCXW27587354 BCX0\">the data from <\/span><span class=\"NormalTextRun SCXW27587354 BCX0\">following years<\/span><span class=\"NormalTextRun SCXW27587354 BCX0\"> reflect<\/span><span class=\"NormalTextRun SCXW27587354 BCX0\">s the percentage of<\/span><span class=\"NormalTextRun SCXW27587354 BCX0\"> students<\/span><span class=\"NormalTextRun SCXW27587354 BCX0\">.<\/span><\/span><\/span><\/p>\n<a class=\"wysiwyg_button\" href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1xFaTmfL1W-rkgrT_M39aApH2SVTjpnte\/edit?usp=sharing&amp;ouid=112367036183430899073&amp;rtpof=true&amp;sd=true\" target=\"_self\"><span class=\"wysiwyg_button_label\">Download Homeschool Hub State Data<\/span><\/a>\n<h2>Cross-Sector Comparison<\/h2>\n<p>During the 2019-20 academic year, 0.8% of Rhode Island\u2019s K-12 students were homeschooled. Homeschool participation in the state was much less than the 10.0% of private school students. Homeschool participation was also much lower than the 6.3% of Rhode Island students attending charter schools. In 2021-22, 1.3% of Rhode Island\u2019s K-12 students were homeschooled, 10.8% went to private schools, and 7.2% attended charter schools.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1641\" src=\"https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/02\/RI_piechart_1920.png\" alt=\"\" width=\"755\" height=\"452\" \/> <img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1642\" src=\"https:\/\/education.jhu.edu\/edpolicy\/wp-content\/uploads\/sites\/8\/2025\/02\/RI_piechart_2122.png\" alt=\"\" width=\"755\" height=\"452\" \/><\/p>\n<h2>School Choice Context<\/h2>\n<p><span id=\"E315\">In addition to homeschooling, Rhode Island parents have some <\/span><a id=\"E316\" href=\"https:\/\/www.edchoice.org\/school-choice\/state\/rhode-island\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E317\">educational choices<\/span><\/a><span id=\"E318\"> available. These options include open enrollment in traditional public schools through inter- and intra-district school choice and a few magnet and charter schools.
