{"id":644,"date":"2023-12-21T16:44:20","date_gmt":"2023-12-21T16:44:20","guid":{"rendered":"https:\/\/education.jhu.edu\/edpolicy\/?post_type=us_state&#038;p=644"},"modified":"2025-03-19T18:11:59","modified_gmt":"2025-03-19T18:11:59","slug":"nevada","status":"publish","type":"us_state","link":"https:\/\/education.jhu.edu\/edpolicy\/policy-research-initiatives\/homeschool-hub\/states\/nevada\/","title":{"rendered":"Nevada"},"content":{"rendered":"<h2>History<\/h2>\n<p>Nevada, located in the western United States, legalized homeschooling in <a href=\"https:\/\/nevadahomeschoolnetwork.com\/the-torturous-history-of-nv-homeschool-law\/\" target=\"_blank\" rel=\"noopener\">1947<\/a>. While most states legalized homeschooling in the 1980s, Nevada was one of the first states to do so.<\/p>\n<h2>Regulation<\/h2>\n<p id=\"E162\"><span id=\"E163\"><a href=\"https:\/\/doe.nv.gov\/offices\/craleo\/nevada-homeschooling\" target=\"_blank\" rel=\"noopener\">Nevada<\/a> offers one option for homeschooling. The state requires parents who elect to homeschool their children, <a href=\"https:\/\/law.justia.com\/codes\/nevada\/chapter-392\/statute-392-040\/\" target=\"_blank\" rel=\"noopener\">ages 6 to 18<\/a>, to notify the local superintendent by filing a \u201cnotice of intent, &#8221; including the student&#8217;s name, age, and gender. The law explicitly states that the purpose of this notice is to inform the district that the child is exempt from compulsory attendance. Superintendents must accept notice if <\/span><span id=\"E164\">it<\/span><span id=\"E165\"> meets the requirements and cannot request additional information from parents.<\/span><\/p>\n<p id=\"E168\"><span id=\"E169\">There are no minimum parental education requirements in Nevada. They must present an <\/span><a id=\"E170\" href=\"https:\/\/www.leg.state.nv.us\/nrs\/NRS-388D.html#NRS388DSec020\" target=\"_blank\" rel=\"noopener\"><span id=\"E171\">education plan<\/span><\/a><span id=\"E172\">.<\/span><span id=\"E173\"> T<\/span><span id=\"E174\">he plan must include core subjects. There are no specific attendance or record requirements. Students are not required to take state or other assessments but can take all <\/span><a id=\"E175\" href=\"https:\/\/www.leg.state.nv.us\/nrs\/NRS-390.html#NRS390Sec015\" target=\"_blank\" rel=\"noopener\"><span id=\"E176\">college entrance exams<\/span><\/a><span id=\"E177\">, like the ACT and SAT, at their local schools. Schools are encouraged to provide information on these tests to homeschool families.<\/span><\/p>\n<p id=\"E180\"><span id=\"E181\">Nevada offers homeschool students broad, though unfunded, <\/span><a id=\"E182\" href=\"https:\/\/www.leg.state.nv.us\/Division\/Legal\/LawLibrary\/NRS\/NRS-392.html\" target=\"_blank\" rel=\"noopener\"><span id=\"E183\">access<\/span><\/a><span id=\"E184\"> to their local public schools&#8217; educational, sports, and extracurricular opportunities. According to <\/span><a id=\"E185\" href=\"https:\/\/www.leg.state.nv.us\/nrs\/NRS-392.html#NRS392Sec070\" target=\"_blank\" rel=\"noopener\"><span id=\"E186\">Nevada policy<\/span><\/a><span id=\"E187\">, homeschooled students with special needs are eligible for special services in public schools. <\/span><span id=\"E188\">NRS\u2002392.072<\/span><\/p>\n<h2>State Data<\/h2>\n<p><span id=\"E200\">Nevada<\/span><span id=\"E201\"> collec<\/span><span id=\"E201\">ts but does not publicly report homeschool participation information. However, survey estimates provide some information about homeschool trends in the state.<\/span><\/p>\n<p id=\"E204\"><a id=\"E205\" href=\"https:\/\/www.census.gov\/library\/stories\/2021\/03\/homeschooling-on-the-rise-during-covid-19-pandemic.html\" target=\"_blank\" rel=\"noopener\"><span id=\"E206\">U.S. Census estimates<\/span><\/a><span id=\"E207\"> indicate that around 2.5% of Nevada families homeschooled in the spring of 2020 and grew to 13.1% by the fall of 2020. This is slightly higher than the national average of 11.1% during this time. Based on <a href=\"https:\/\/www.census.gov\/programs-surveys\/household-pulse-survey\/data.html\" target=\"_blank\" rel=\"noopener\">U.S. Census data<\/a><span class=\"NormalTextRun SCXW173665152 BCX0\">, our calculations indicate that about 5.93<\/span><span class=\"NormalTextRun SCXW173665152 BCX0\">% of K-12 students in Nevada<\/span><span class=\"NormalTextRun SCXW173665152 BCX0\"> were homeschooled during the 2022-23 school year, and 6.02<\/span><span class=\"NormalTextRun SCXW173665152 BCX0\">% during the 2023-24 school year. <span class=\"NormalTextRun SCXW86324051 BCX0\">Due to<\/span><span class=\"NormalTextRun SCXW86324051 BCX0\"> <\/span><span class=\"NormalTextRun SCXW86324051 BCX0\">survey<\/span><span class=\"NormalTextRun SCXW86324051 BCX0\"> changes<\/span><span class=\"NormalTextRun SCXW86324051 BCX0\">, the<\/span><span class=\"NormalTextRun SCXW86324051 BCX0\"> data from 2020<\/span><span class=\"NormalTextRun SCXW86324051 BCX0\"> reflects<\/span><span class=\"NormalTextRun SCXW86324051 BCX0\"> the percentage of households, while <\/span><span class=\"NormalTextRun SCXW86324051 BCX0\">the data from <\/span><span class=\"NormalTextRun SCXW86324051 BCX0\">following years<\/span><span class=\"NormalTextRun SCXW86324051 BCX0\"> reflect<\/span><span class=\"NormalTextRun SCXW86324051 BCX0\">s the percentage of<\/span><span class=\"NormalTextRun SCXW86324051 BCX0\"> students<\/span><span class=\"NormalTextRun SCXW86324051 BCX0\">.<\/span><\/span><\/span><\/p>\n<a class=\"wysiwyg_button\" href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1xFaTmfL1W-rkgrT_M39aApH2SVTjpnte\/edit?usp=sharing&amp;ouid=100444672648396231337&amp;rtpof=true&amp;sd=true\" target=\"_self\"><span class=\"wysiwyg_button_label\">Download Homeschool Hub State Data<\/span><\/a>\n<h2>Cross-Sector Comparison<\/h2>\n<p>We cannot calculate a cross-sector comparison due to missing homeschool participation data.<\/p>\n<h2>School Choice Context<\/h2>\n<p><span id=\"E236\">In addition to homeschooling, parents in Nevada have several <\/span><a id=\"E237\" href=\"https:\/\/www.edchoice.org\/school-choice\/state\/nevada\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E238\">educational choices<\/span><\/a><span id=\"E239\"> available. These options include enrollment in traditional public schools with inter- and intra-district choice, magnet, and some charter schools. There is also a tax credit scholarship, although homeschooled students are not eligible.<\/span><\/p>\n<h2>Commentary<\/h2>\n<p>Nevada should publicly report the homeschool participation information it collects from families.
