Maryland Special Education Accountability and Decision Support System (MSEADSS)

Data is the fuel powering the engine of educational reform. From funding implications and policy decisions to teacher effectiveness ratings and measurement of student learning, the influence of data in today’s educational climate cannot be overstated. For the nearly 120,000 Maryland children receiving early intervention or special education services, it is imperative that systems and supports are in place to accurately capture data and guide users in making informed decisions on their behalf. Toward that end, CTE collaborates with the MSDE Division of Special Education/Early Intervention Services to develop and implement the Maryland Special Education/Early Intervention Accountability and Decision Support System (MSEADSS). MSEADSS includes a wide range of data collection systems and accompanying tools, processes and professional development that are described in this section of the site.

Some of the goals of MSEADSS include the following:

  • To look longitudinally at the supports and services students receive through their IFSP and/or IEP compared to their overall school success.
  • To support Maryland and other states in the implementation of effective longitudinal data systems bolstered by online professional development to guide users in understanding and using data.
  • To inform the development of the broader statewide longitudinal data system through the Race to the Top initiative to ensure a seamless incorporation of all current and legacy special education data.
