In partnership with the Maryland State Department of Education and assisted by ICF-MACRO, CTE conducted an Expenditure-Outcome Analysis of Maryland’s Extended Part C Option which allows eligible 3-4 year old children to continue receiving Part C services in lieu of the traditionally offered Part B (i.e. 619) services under the Individuals with Disabilities Education Act. During the evaluation, CTE conducted interviews with several Maryland State Infant/Toddler Program directors, and surveyed Maryland families and Infant-Toddler providers. Outcomes scores on the Child Outcome Summary Form were also analyzed. The results from the evaluation continue to inform both policy and practice in early childhood education in the State of Maryland.
