Faculty Bio

Frank has been a faculty member in the Department of Teacher Preparation since 1997. He retired from Montgomery County Public Schools the prior year, after 30 years of service as a biology teacher, assistant principal, and middle and high school principal. At Johns Hopkins, he has served as coordinator of the FlexMAT, SIMAT, and Montgomery ProMAT program options. In 2007 he was asked to assume the position of interim department chair and was appointed chair in 2008. He teaches Human Development, Learning, and Diversity, parts 1 and 2 and several doctoral seminars. His primary research interests include exploring alternative certification programs that are at least as rigorous as traditional models, evaluating MAT program options, investigating the effectiveness of Professional Development Schools (PDSs), and leadership. He is actively involved in program development as well, with special emphasis on expanding the recruiting of MAT candidates and assisting with the development of the School’s doctoral cohorts.
